SC State House updates on PCB activities

SC State House activity update:

Emergency Regulation for Management of Wastewater System Sludge, including Land Application of Sludge, Impacted by Illicit Discharges of Polychlorinated Biphenyls (PCBs) published 24-JAN-2014 (see, http://www.scstatehouse.gov/regs/4448.docx)

On 13-MAR-2014 a public hearing was held before the SC DHEC Board and Consideration for Final Approval of the Proposed Amendment of Regulation 61-9, Water Pollution Control Permits Document No. 4444 (see,  http://www.scstatehouse.gov/regs/4444.docx). The final proposed amendment of R.61-9 was reviewed by appropriate Department staff prior to submitting it for public hearing. This amendment is aimed at strengthening and improving the existing regulation by clarifying, strengthening, and improving its overall quality by regulating PCBs in sludge.  The proposed changes to the regulation include the following:

Additional sludge monitoring for PCBs.
Requirement for soil monitoring under certain circumstances.
New requirements for providing PCB data to the Department.
