NC Governor Signs SB 372 into Law July 23

The NC Senate voted unanimously to concur with SB 372 Omnibus County Legislation on July 16 and the Governor signed the bill into law on July 23 (S.L. 2013-340).  The draft bill contained language requiring state and local governments to provide notification to county commissioners regarding land application of biosolids per the following language:  “Prior to acting on a permit application for the land application of bulk residuals resulting from the operation of a wastewater treatment facility, the Commission shall provide notice and an opportunity for comment from the governing board of the county in which the site of the land application of bulk residuals is proposed to be located.”
